Abstract: To realize the transformation of petroleum industry economic system and to uphold the economic rights of the resources owner and the oil/gas fields operators, the evaluation of the oil/gas reserves value shall be performed scientifically on the scientific basis to determine the tax and fee level of the oil/gas resources, in order to make the operators fairly compete on equal conditions. Scientificlly evaluating the oil/gas reserves value is to classify the oil/gas reserves value.The classification of the oil/gas reserves value is to get differential parameters for evaluating the oil/gas reserves from good to bad.The differential parameters determine the oil/gas resources value and provide scientific basis of determining the tax and fee level of the oil/gas resources.The parameters are also important basis for economic evaluation of oil/gas fields exploration and development.According to geological prospecting and assessing, the classification of the oil/gas reserves value mainly depends on the resources conditions affecting the input-output efficiency of exploration and development in discovered oil/gas fields.In the light of the theory of differential rent and the characteristic of the exploration and development of the oil/gas resources, differential costs and the factors influnced to determing the oil/gas resources value classification, the models of the value classification of oil/gas resource are designed as well.The models consist of physical model and mathematics model.13 fields in the North-China Petroleum Administration and 13 fields in the Changqing Petroleum Exploration Bureau were selected as the actual checking objects.
