The overseas hydrocarbon resources strategy of Chinese oil-gas companies

摘要:

在全球油气资源潜力和发展趋势研究基础上,分析了中国石油公司海外油气资源类型及其在五大油气合作区的分布特征,并解剖了国际大石油公司的全球资源战略。指出全球常规油气资源增长有限,但非常规资源极其丰富且开采程度极低,世界石油供求总体平衡但地区间差异很大;中国石油公司油气资产遍布全球但分布极不均衡,主要为陆上常规油气资产,且油远多于气,并以高风险国家为主;而国际大石油公司实行的则是海陆兼顾、油气并重、常规和非常规并举的资源战略,积极抢占海洋常规油气资源,快速加大陆上非常规油气资源的投资力度。有鉴于此,在当前世界形势复杂多变、油气合作条款日趋苛刻的条件下,中国石油公司应当充分发挥自身优势,加强与资源国国家石油公司和国际大石油公司的合作,并购具有资源特点的独立石油公司,大力获取非常规油气资源,逐步进入海洋勘探开发领域,积极发展上、下游一体化,努力构建以"中国-中亚-俄罗斯油气资源自供给体系"为核心的中国石油海外油气资源战略。

Abstract:

Based on studies of the global oil-gas resource potential and development trend, we analyzed characteristics of hydrocarbon resources owned by Chinese oil-gas companies and its distribution in all over the world. In addition, we analyzed global hydrocarbon resource strategies of the international oil companies (IOCs) and drew a conclusion that a limited growth room of global conventional oil-gas resources has been left but a very huge promising growth emerges for unconventional resources, and that overall oil-gas supply and demand system of the world, in general, still keeps a balance though with a large difference from region to region. Although Chinese oil-gas exploration and production(E & P) activities are seen all over the world, their distribution remains uneven because major producing fields are focused on a small number of countries predominantly located in high-risk regions, and most of their oil-gas assets are dominated by onshore conventional oil & gas with an oil predominance far over gas. Currently, the IOCs are executing a strategy to give equal priorities to both onshore and offshore, oil and gas, conventional and unconventional resources, they are managing to expand shares in offshore, especially conventional oil-gas realm in deepwater, and meanwhile to pursue a surge in onshore unconventional oil-gas E&P. Under circumstance of current fast changing world and more restricted oil & gas cooperation modes, Chinese oil companies should make full use of their own advantages to enhance cooperation with national oil companies and IOCs as well as with independent oil companies so as to acquire more shares in unconventional oil & gas resources and gradually enter offshore E&P realms. Moreover, Chinese oil companies should expand projects of both upstream and downstream abroad, attempting to build up a hydrocarbon resource strategic system of oil-gas self-supply focused on the China-central Asia-Russia region.
