Abstract: In response to global trends in hydrocarbon exploration and development, and China’s "dual-carbon" strategic goals, a novel paradigm of carbon-neutral energy basins has been proposed domestically and internationally. As the large sedimentary basin with the highest oil and gas equivalent production in China, Ordos Basin possesses exceptionally rich conventional and unconventional oil and gas resources, as well as mineral resources such as uranium, helium, and lithium-rich brine. It also boasts vast potential for clean energy sources like wind, solar, and geothermal. These combined endowments constitute a unique advantage for developing a multi-energy complementary, carbon neutrality-orient super energy system. This paper systematically investigates the types of hydrocarbon resources in Ordos Basin. From the perspective of Whole Petroleum System, it elaborates on the characteristics of multiple sets of source rocks, the architecture of petroleum systems, and the distribution patterns of various unconventional oil and gas resources. Furthermore, the paper comprehensively elucidates the metallogenic models and distribution characteristics of strategic mineral resources under exploration and evaluation within the basin, including uranium, helium, lithium and potassium-rich brine, along with the currently developed and utilized geothermal, wind, and solar resources. Meanwhile, it summarizes the decarbonization pathways focused on carbon capture, utilization and storage (CCUS) and carbon capture and storage (CCS), as well as associated technological advancements. On this basis, the construction model and implementation pathway for the Ordos Super Energy Basin are proposed, focusing on three strategic directions: vigorously developing oil and gas resources, promoting multi-energy complementarity and green transition, and accelerating digital-intelligent transformation. The aim is to advance the establishment of a carbon neutrality-oriented Ordos Super Energy Basin demonstration zone, providing crucial support for the strategic transformation of China’s energy structure.

摘要: 为响应全球油气资源勘探开发趋势及中国"双碳"战略目标,国内外提出了建设"碳中和超级能源盆地"的新范式。鄂尔多斯盆地作为中国油气当量最高的大型沉积盆地,其常规与非常规油气资源极其丰富,且蕴藏铀、氦、富锂钾卤水等战略矿产,并拥有巨大的风、光、地热等清洁能源潜力,具备建设多能互补、碳中和导向的超级能源系统的独特优势。通过系统梳理鄂尔多斯盆地的油气资源类型,从全油气系统角度总结了盆地内的多套烃源岩特征、含油气系统结构及各类非常规油气的分布。综述盆地内处于勘探与评价阶段的铀、氦、富锂钾卤水等战略矿产资源的成矿模式与分布特征,以及当前已开发利用的地热与风光资源,同时总结了以碳捕集、利用与封存(CCUS)和碳捕集与封存(CCS)为核心的减碳路径及相关技术进展。在此基础上,提出了鄂尔多斯超级能源盆地的构建模式与实施路径,即围绕"大力发展油气资源,推进多能互补与绿色转型,加快数智化建设"3大方向与实施路径,推动建设碳中和导向的鄂尔多斯超级能源盆地示范区,为中国能源结构的战略性转型提供关键支撑。
